NOTICE OF

ANNUAL MEETING, ELECTION,

AND TESTING OF EQUIPMENT

Notice is hereby given to the qualified voters of Albany Township, County of Stearns, State of Minnesota, that the Annual Election of Town Officers and the Annual Town Meeting will be held on Tuesday, March 14, 2017. In case of inclement weather the meeting and election may be postponed until the third Tuesday of March. Please listen to KASM radio station for changes.

The Public Accuracy Test of the voting equipment will be held on Wednesday, March 8, 2017 at 4:30 P.M. This test is open to the General Public.

Absentee Balloting-The Clerk’s office, 20933 330 Street, Albany, will be open Saturday, March 11, 2017 from 10:00 A.M. to 12:00 P.M. to accept absentee ballots.

Annual Election/Board of Canvass/ Annual Meeting-Will be held on March 14, 2017; The Election Poll hours will be open from 2:00 to 8:00 P.M., at which time the voters will elect: Town Supervisor-Three year term. Mary Rosen, incumbent, has filed for Supervisor.

Board of Canvass will meet at 8:15 P.M. to canvass the results of the election.

The Annual Meeting will commence at 8:30 P.M. to conduct all necessary business prescribed by law.

 All events (except Absentee Balloting) will be held at the City of Albany, City Hall Council Chambers, 400 Railroad Avenue, Albany MN

Holdingford School Board Briefs

A School Board work session was held March 1, 2017 for facility planning.  Mr. Swenson presented information on Locker Room and Bathroom updates. The Schematics will be finished and bids sought for all summer projects.

Next the preliminary playground design was reviewed. The cost is approximately $238,000. The original tile entrance will be preserved. This project will be similar to the playground building 20+ years ago with community members providing the labor. The construction will take place mid August with grand opening during back to school open house in the fall of 2017.

The Board reviewed the facility proposals and discussed the pros and cons of several options to secure the Early Childhood / Kindergarten / Kid Zone / SPED space needs. They reviewed the proposed Ag Shop Industrial Tech expansion and equipment needs. Mr. Silbernick proposed eliminating from the proposal the old weight room conversion into classrooms, the LMC maker space, the changing rooms, and the conversion of the ITV room saving approximately $500,000.

The Board agreed that additional Pool seating is definitely needed. The proposal would approximately double the seating capacity. This would eliminate a hallway and access to room C21. Mr. Silbernick will bring forward some ideas for that space.

The last area of discussion was the High School front entrance expansion which is needed to alleviate the congestion at events. This proposal could include a new front entrance making it obvious to the public where the main entrance is, an open welcoming commons area, relocated concession area, restrooms, a new fitness center that would be accessible to the public through memberships and a new event gym that could seat approximately 1,100 people as well as locker rooms for both girls and boys. 

Other items that have been identified as a need previously were the roof replacement, secure entrances, Elementary School traffic flow and an additional bus barn stall. 

Upcoming School Board dates: Board meeting is March 15th and the area business owners and community leaders breakfast is March 31st.

ORDINANCE SECTION 80.14B 

ALTERNATIVE ENERGY SYSTEMS

SUMMARY PUBLICATION

The City of Albany has approved an addition of Ordinance Section 80.14B Alternative Energy Systems Ordinance. 

Ordinance Section 80.14B Alternative Energy Systems sets forth (1) the purpose and intent of the ordinance; (2) defines applicable terms; (3) establishes where solar energy systems (SES) are permitted or conditional uses within the City; (4) adopts standards for SES and their installation; (5) establishes where wind energy conversion systems (WECS) are permitted or conditional uses within the City; (6) adopts standards for WECS and their installation; (7) establishes application criteria; and (8) establishes standards for standby generators within the various zoning districts.

This material is a summary of Ordinance Section 80.14B Alternative Energy Systems.  The full text of Ordinance Section 80.14B Alternative Energy Systems is available for inspection by any person during regular office hours at the office of the Albany City Clerk/Administrator.

This Ordinance was adopted by the City Council of Albany on March 1, 2017, and shall be effective upon publication.

-Notice of Public Hearing-

Notice is hereby given, pursuant to Minnesota Statute, Section 394.26, that the Stearns County Board of Adjustment, in and for the County of Stearns, will conduct a public hearing on Thursday, March 23, 2017, in Conference Room 121, Stearns County Service Center West, 3301 County Road 138, Waite Park, MN, beginning at 6:30 p.m.

Purpose of the hearing is to consider the granting or denial of variances from the Stearns County Land Use & Zoning Ordinance, Stearns County Subdivision Ordinance, Stearns County Sewage Treatment Ordinance, Stearns County Recreational Campground Ordinance, Stearns County Lodging Establishments Ordinance, Stearns County Childrens Camps Ordinance and the Stearns County Manufactured Home Parks Ordinance as follows:

KRAIN TOWNSHIP NOTICE

Notice is hereby given to qualified voters of Krain Township, Stearns County, State of Minnesota, that the Annual Election of Town Officers and Annual Town Meeting will be held on Tuesday, March 14, 2017, at the Krain Town Hall, located at 43207 State Hwy 238, Freeport, MN (south of St. Francis). In case of inclement weather, the election and meeting may be postponed until Tuesday, March 21, 2017. Please listen to KASM Radio, 1150 AM, for possible weather-related postponements. 

Election polls will be open from 4-8 p.m. at which time the voters will elect one supervisor for a 3-year term; treasurer for a 2-year term; and a clerk for a 1-year term.
